You knew it would happen. As soon as California Governor Jerry Brown declared a water emergency and mandated a cutback, but excluded agriculture the gums began to flap. Brown's water reduction plan targets the watering of lawns and golf courses as well as urging citizens to replant lawns to drought tolerant varieties. Meanwhile, the general public sees this as a free pass for agriculture and recently on ABC's "This Week" with Martha Raddatz, Brown strongly defended the action.

BROWN: I can tell you from California, climate change is not a hoax. We're dealing with it and it's damned serious.

Twenty-eight governors, including those in Oregon, Washington, Idaho and California have called on Congress to reauthorize the Export-Import Bank. The governors sent a letter yesterday to congressional leaders to urge the long-term reauthorization. Last year, Congress approved a short-term extension of the Ex-Im Bank's charter until June 30, 2015, following a similar call from governors, businesses, and other supporters. As part of the letter sent, the governors deliver a gloomy message saying quote: "Failure to act will place American industries at a significant disadvantage in the global marketplace and harm businesses in our states."
