Is a Dispersed Wolf Gone, Moved, or What?

Eastern Oregon rancher Mark Lane has had to deal with wolves running on and near the private property he has used as pasture for his cattle herd. He has some frustration in trying to learn about the activities and locations of the Umatilla Pack. Even though he participates in the wolf notification texts from the Oregon Department of Fish and Wildlife, Lane says that the terminology used in sharing the location of collared wolves is bit vague.
Lane: “There were three wolves that were collared in that pack. One of them was “dispersed” from the pack — whatever that means — I’ve been trying to figure what that meant — which was 23. OR-14 was the Alpha male in mid-November I got a text message that he left the pack area. So now there is only one collared in that pack and that is OR-22 and that is one of pups from last year.”
So what would define dispersed? Of course when in doubt I always like to check the dictionary definition — which for disperse is to go or move in different directions OR to spread apart. …. I find that to be an interesting term that really doesn’t give any detail to the status of OR 23. How would you define a dispersed wolf?
